Changes to be introduced for the right to discharge pollutants into Lake Taihu, Jangsu

According to China report, the government of Jangsu has tentatively decided to implement charges for the right to discharge main pollutants into the basin of lake Taihu.

In line with this decision, licenses issued free of charge for pollutant discharging will be abolished and the right to discharge will have to be bought. The model area where this will be put into practice is Wuxi, Changzhou, Suzhou, Danyang and Jurong in Zhengjiang, and Gaochun in Nanjing around the basin of Lake Taihu and 266 pollutant discharging companies are to be selected for priority monitoring.

According to the plan designed by Jangsu Environmental Protection Bureau, the charge per COD 1Kg is 10.5 yuan(US$ 1.4) for chemical companies, 5.2 yuan for dyehouses, 1.8 yuan for pulp/paper companies and 2.3 yuan for brewing companies.
From 2009 on a further model pollutant charging system for ammonia-N and Total P (T-P) will start, and a market for pollutant discharging rights into the basin of Lake Taihu will be established at the city level.

The Bureau expects that pollutant discharging companies will install a high level water treatment system and decrease their pollution, but there are worries that more than 1000 small chemical companies may cease production.
