Pollutant emission constraint standards for wastewater treatment plants and key industries in Jiangsu Taihu area to be effective from January 1, 2008, indicating increases in closing down of periphery firms

The Chinese government has been promoting energy savings and contamination reduction as a national policy. The Jiangsu Environmental Protection Bureau has announced "Discharge Standards of Main Water Pollutants for Municipal Wastewater Treatment Plants & Key Industries in the Taihu Area." These standards will be effective from January 1, 2008.

With this, corresponding companies will be charged for pollutant emissions based on the emission allowance calculated with the new standards (by the related section of the government). If the amount of emission exceeds the allowance, the costs for the excess will be doubled. Firms can purchase emission credits at the water pollutant emission trading market.

With the enforcement of "Discharge Standards of Main Water Pollutants for Municipal Wastewater Treatment Plants & Key Industries in the Taihu Area," it is expected that 30% of firms in the Taihu area will be forced to close, shutdown, merge or undertake conversion of products. The following gives the details of "Discharge Standards of Main Water Pollutants for Municipal Wastewater Treatment Plants & Key Industries in the Taihu Area."

According to research of the Jiangsu Environmental Protection Bureau, residential drainage and the six major industries which are dyeing, chemicals, paper manufacturing, steel, electroplating and food manufacturing are to blame for the source of water pollution in the Taihu area.If each industry follows the new standards, 34% of current COD (Chemical Oxygen Demand), 50% of total phosphorus release and 66.7% of total nitrogen emission reductions will be achieved.
